I got the same windshield a few weeks ago & had some problems getting the bolts to line up through the holes too - it was quite a struggle but I eventually did it. In fact, one of the handlebar clamps was so tight it was as if tightened when loose while the other slipped freely for adjustment - so either the clamps were different or the bars are not consistant (I'd bet on the clamps). Regardless, after messing around and adjusting the whole thing a number of times it seems right and I'm generally happy with the outcome.
